How do I lock the groups once the students deadline for forming groups is due? So they cannot keep hopping in and out of groups

In order to prevent them continuing to jump groups, you'll have to turn off the Self Sign-Up feature. There's more information about utilizing and managing the groups by utilizing the Guides. To find that specific information, take these steps:

Guides Menu > Guides for Instructors >> Scroll down to groups

Hi  @malin_andersson  Welcome to the Canvas Community. Basically, you want to head back to the group settings page for that group set, edit it, and then uncheck the checkbox that you originally enabled to allow self sign-up.  There is more information with screen captures here: https://community.canvaslms.com/docs/DOC-12833-415255487
