If formatting matters, then use a fill in the blank question instead of a numeric response question.
Canvas isn't using 0.24 or .24, they're the same to it. It has an internal representation of the number. It's displaying it with a leading 0, but that doesn't change the underlying number. In old quizzes, they were displayed with 4 decimals and you would get 0.2400. Again, that doesn't change the number in the comparison to see if it's correct or not.
You need to decide whether the treating it as a number or the formatting is more important and let that decide what type of question you use.
