I am a parent with 2 students on my account. I no longer need to observe 1 of the students. How can I delete that student from my account so that I will only be able to observe 1 student?

Unfortunately, that option is not built into the features of Canvas. However, your local Canvas Administrator can help you. If you submit a ticket through the help menu, explain your situation. (How do I get help with Canvas?) I hope that someone responds to you quickly!
