Not sure if this will answer your question. Certain states allow proctored exams, but require that it must be "reasonable" and convenient for the student (i.e. a student taking a course offered in California but resides in Alaska). There are ways in which you may be able to arrange for proctored exams (i.e. a tutor center at a college, an employer, etc.). But in reality, the reality of online education is simply that we can't guarantee this level of scrutiny. What is illegal in some states is for you to require the student to come to campus for proctored exams during an online course (hence defeating the "idea" of distance ed). You may need to read the applicable laws and policies for your state/institution. Perhaps there are Board Policies for where you teach at. Welcome to online ed...
