Howdy! Thanks for sharing your question.

Looks like from this Portfolium guide that when setting up Portfolium, it is as an external tool.

Therefore, if you want to create a rubric for an assignment that uses an external tool... you have to set up the rubric in the assignment first (ie just make it no-submission until after you create the rubric, then change it), before selecting the external tool function.
