I have a couple students with a disability that need to access recorded lectures of the course, but I don't want the rest of my class to have access to those videos. (Students with disabilities are required to sign agreements saying they won't share the videos.) Under files, I've listed the videos as only available to those with a link. Okay ... now how do I find the link?

All you need to do to get the link is click on the file. The URL of your browser is now the link to that file.
One way to limit content access to a subset of students would be put them into a section and then make a module, etc that is viewable only by that section. You could also put the students and the videos into a group the rest of the students are not in.
