First, can you confirm that your course and the content in it is not part of a Blue Print course?
Second, this document https://community.canvaslms.com/ideas/1732-make-a-file-read-only-but-not-downloadable-in-canvas talks about how to disable downloads using HTML code. This might be what is preventing you from downloading. Other than that, there is not a way to prevent the download of files in a Canvas course.
