My students are trying to view their power points but every time they click on a file it says the following:
The folder "Chapter 1," which includes this file, has been locked.
All the files are published and I have no restrictions in place in settings. Can someone help me with this issue?

To confirm, when you go to your course "Files" area, is the file that your students are trying to download "published"? One of our instructors contacted me this morning with a very similar question to yours, and I discovered that his file was not "published" in "Files".
