After an outage on September 1, the Instructure Community is now fully available, including guides, release notes, forums, and groups. If some styling still looks unusual, clear your cache and cookies.
When I'm in Grades, I click on the 3 dots and choose Message Students who...if I then select "have not submitted", it lists all the students in the class, whether they have submitted or not.

I had this problem too. It happened to me when a score was synched from another source. I had scores, but it didn't show in Canvas as a submission. I had to select Message Students Who > Hadn't been graded. Then it only selected the students without a grade.
HI @pbrake -- That's not ideal, is it? I checked my grade book and my Message Students Who... option works as designed. Does this happen for only one column in your grade book, or is it every item? EIther way, it sounds like it's something worthwhile to share with your local Canva Admin. How do I get help with Canvas as an instructor?

This appears to happen as well when the assignment is an external tool (LTI) like Google Assignments.
