I've set up peer reviews for an assignment. What settings should I use if I want the students to submit text Comments only and not numerical ratings?

So, if you have a rubric on the Assignment students doing a peer review will be required to both fill out the rubric and make general comments. So if you don't have a Rubric they just make comments.
But, I have a feeling you are asking about a case with an attached Rubric. I've never thought about or tried it before, but I assume if you check the box below the Rubric when editing it for "I'll write free-form comments when assessing student" it will remove the ratings for each Rubric criteria and let them only write comments.
But, I think whatever settings you set here hold true for both the peer reviewers and you the grader when it comes to rubrics. To my knowledge you can't have different settings for you versus the student reviewers.
