[ARCHIVED] Reminding student of peer reviews to complete

Hi,

I'm trying to remind students to complete peer reviews, but Canvas appears not to send any notification. The hover over the notification bell never updates. It lists the last notification as the original assignment of peer reviews. 

When I click the notification bell to remind the student, there is a quick flash of a red icon (half an asterisk?) on the left side of the student's name. I have attached a screenshot that shows it. What is the red flash trying to tell me? Can someone tell me what I'm doing wrong?
