In a live course (with official student enrollment), it is possible to remove the entire contents like pages, assignments, quizzes, discussions, and files, WITHOUT REMOVING the enrolled students.
RESETTING COURSE CONTENT and DELETE THIS COURSE do not provide the answer I am looking for.

You would want to use the #reset course content if you're looking to remove all course content if you wish to remove all content but retain the current enrollments in the course. But note reset connect will remove any and all submissions the students have done up to this point as well as all discussion posts, etc. Be sure before you use the reset course content that you're 100% certain you want to completely wipe the course and that losing what has been done up to this point isn't going to cause any issue down the road.
