I have a student who requires double the allotted quiz time and exam time. Is there a way to set unique parameters for that student on Canvas? If not, what should I do?

You can give extra time to an individual student by using the Moderate function. See this page for details: Once I publish a timed quiz, how can I give my students extra time?‌
