Are the courses connected to a Blueprint course at all? If so then the one where the editing cannot happen may be linked to a locked blueprint.
Thanks Stephen for replying, but I checked and this is not connected to any Blueprint course. I'm just not sure why its not working. I even tried changing the user's role just to see but that also didn't allow him to change the sections.
Do both sections have a SIS ID in the Course Settings page? When a course has a SIS ID, it is considered under control of your student information system and teachers cannot manage the enrollments.
These lessons in the Canvas Instructor Guide provide some additional information.
It gives two instances where you may not be able to add, but since the teacher can do it in one course and not another, it is not likely to be a course level permission. That suggests that one course is under the control of SIS and the other is not.

I've checked and at least in Canvas both of these courses have SIS ID's. I'll check out SIS and see if there is some setting that is different between the two courses that may be preventing the user to change sections.
