If students already have an account and I shut off Self enrollment and Self registration how can a student let the teacher know that he wants to join a course?

If there a page where students can see my courses and enroll in them with or without accounts?

There is a setting that refers to a “public courses index page.”  I do not know what this really means because we don’t use public courses, but it might be worth exploring. 

Are you essentially looking for a course catalogue?

Yes. I need a page where users can ask to sign up for courses before they have a canvas account or even after. It appears to me the course tab only shows users the courses they are already in. How can users check out and sign up for new courses?
