Great question! I will attempt to answer it in two parts.

First you will need to set up your conference:

Then create an event in your calendar:

How do I add an event to a course calendar? 

Conference invitations are sent out when the conference is created. To alert invitees about upcoming conferences, you can create course events in the Calendar.
