In speed grader, is it possible to cut and paste into the text box for an assignment?

Yes. If you are wanting to copy and paste into any of the fields when you are grading in SpeedGrader you should be able to do that.

What part of speed grader are you trying to copy into? Also, what type of assignment? is it a regular assignment? or a Quiz? Are you using a rubric?
I have not had problems copying information into any of the comment areas in speed grader or in the rubrics. So, please provide a little more detail as to what is not working for you.
I put some questions in a first assignment to try to get phone numbers and other similar info. I would rather cut and paste it from the text boxes than re-type it, so I'm less likely to make a mistake.

I am surprised that it did not work in Chrome. I use chrome and have never had an issue with copying and pasting. In any case at least you can do what you want by using Firefox.
I am in the process of grading an assignment through speed grader. I wanted to copy/paste a sentence into the comment box so I could break down the problems with the writing. I wanted to paste the sentence and then do this:

I'm a writing instructor, and I'm trying to point out how to write more clearly. I rely on this method and was hopeful that Canvas's speed grader might be better than having to download docs for such work. After spending a good 30 min or so trying to figure it all out, I went back to what I've had to do in the past: download the Word docx and use the review features and comment boxes on that platform, which then means I have to save and then upload to Canvas. It could be so much easier.
If you are referring to the fact that you want formatting capabilities in the comment box, then you are currently out of luck as you have described. People have been wanting formatting to be available in the comment box. With any luck an RCE will be eventually be added to make it easier to provide more useful feedback via the comments.
