I'm not sure I completely understand what you are asking.  By "this", I assume you mean a "table context menu".  That is not terminology I am familiar with inside of Canvas.  Could you possibly provide a screenshot or two which would show more details?  Any extra details from you would be helpful...thanks!  Take care...be well.

The tool for adding/removing rows and columns (table context menu) pops up over top of what we're working on:

Hmmm...that's an interesting issue.  Have you considered suggesting a new Feature Idea here in the Community to see if that could somehow be moved to a different area of the Rich Content Editor (RCE)?

But what to suggest?  Could there be an option to dock the context menu at the top or right of the content editor?

You could certainly suggest something like that.  Or, if you have other ideas on placement, I'm sure they would like to hear those ideas as well.
