Is there a way I can put a time limit on the final exam without using Proctorio or other monitoring?

Yes, in the quiz details page you have the option to set a duration (Time Limit) for the quiz. You can also use the Available From and Until options to control access:
What options can I set in a quiz?
Time Limit: You can choose to set a time limit by entering the number of minutes students have to complete the entire quiz. Timed quizzes begin once a student begins the exam and do not pause if the student navigates away from the quiz. If no time limit is set, students will have unlimited time to complete the quiz.

Thanks, Robbie. This will help for quizzes.
I am wondering about timed exams, though, like the upcoming final. It is an essay exam. I don't know if there is any way to have students take it without using Proctorio.
