Elena - I know this is way late, but I just stumbled across it, so I figured I would put in a possible workaround for anybody else that searches for this issue.
If you are not opposed to a lot of extra work(and I mean a lot), here is a workaround for what you want to do
1) create 10 separate quizzes - 1 for each question and each with a 1 minute time limit (name them something like quiz1.1, quiz1.2, etc)
2) create a Quiz 1 module and put all 10 quizzes in the module in numerical order
3) Edit the module heading so that you can change the requirements on the module such that the items have to be answered in sequential order and then you select the requirements (you have to do this 10 times - once for each quiz question) and select submit the assignment.
Students then get the first question for 1 minute - which when submitted will open the second question for taking by the student, etc.
Very far from the ideal case, but it does exactly what you want
