The links for uploading are not helpful.  Inserting a syllabus doesnt work either.

The links in @pmartinez's reply were from when the Community was using a different platform.  About a month after this reply, Instructure migrated to new platform, and some of the links didn't migrate properly.  You happened to find a few that didn't migrate.  I can point you to three of the four, however, that do work:

Hi, were you able to figure it out?  One of my professors was able to upload to one section of his course but not the other.
