My team wants to set up a protocol with announcements that allows us to know which students view the announcements. The idea was that students could like to show they viewed it, but I cannot view who liked the post. How can I see who likes the announcements, or is there another way to check that students are viewing?

It's not a way to view "likes", but if you take a look at this Guide, How do I view the course access report for an individual user?, you would be able to see when individual students reviewed announcements in your course.
