[ARCHIVED] Was the rating title in a rubric always a required field or is that a new requirement?

It appears as thought the rating title is a required field but I don't remember it being that was before. Is this a recent change? Is it something I can control in the admin settings?

As long as I can remember it has been a required field.  We have been on Canvas since 2011 and I can't remember when it was not a required entry.
