Hi Stephen,

Whether or not the student gets a notification‌ about an announcement you post is based on the individual student and how they have their notifications‌ setup. Each student has the ability to change if and how frequently they would like to get notifications of things within Canvas. (https://community.canvaslms.com/docs/DOC-10624-4212710344 )
