Great question! The "Pages" index page is where you can create all sorts of content for your course...mainly for informational purposes such as activities or other relevant information you want students to read/know about. You also have "Assignments", "Discussions", and "Quizzes" index pages, but those are used for other purposes. So, when you build out the layout of your course via your "Modules" index page, you can place many pages from your "Pages" index page into your modules so that you have content there for your students to read.
