Currently, it's not possible to reorder announcements - other than deleting announcements and adding them back in the order you prefer. However, there are two feature ideas that suggests updating the functionality so users can organize and reorder announcements in Canvas (https://community.canvaslms.com/ideas/15691-allow-reordering-of-announcements and https://community.canvaslms.com/ideas/1975-announcement-area-redesign" modifiedtitle="true" title="A...). If you'd like to add your voice to those ideas, you can vote on them and/or add comments.
