That seems to be a font file? I don't believe that you can upload that type of file extension to Canvas.

Doing a quick Google search, I found the following information about *.qf files:
I've never worked with *.qf files before, but if you are an instructor, you might try and see if you can upload that kind of file to your "Files" area of your course. How do I upload a file to a course? If that doesn't work, you could try to first zip up the file(s) to a *.zip file, and then upload that file into Canvas. https://community.canvaslms.com/docs/DOC-9968-415241385 (Note, you wouldn't necessarily have to tell Canvas to extract the zip file contents if the *.qf file in it wasn't able to upload to your "Files" area of your course.)

Based off what ysmalls and @Chris_Hofer wrote, I don't think either one understood what you're trying to accomplish (I might be wrong as well).
From the first link that Chris provided, a .qf file can be a Diploma Question Bank file. Bringing in questions from a question bank seem more likely to be what you want to do with Canvas. I do not think that you are trying to get it to display in Canvas, which is what the others assumed.
The note on the page Chris linked to says that Wimba, makers of Diploma, was purchased in 2010 by Blackboard and development of Diploma ceased. The menu links from the Wimba website are broken links to a Blackboard website.
However, the user guide for Wimba Diploma (version 6.6) is still on their website. It does support IMS QTI 1.2 (page 45), which is what is what is needed to bring a quiz into Canvas: https://community.canvaslms.com/docs/DOC-12683-4152724198
That would require that you have access to Diploma to make the export. If you do not have access to Diploma and your question banks have already been imported into another learning management system, you may be able to export them from there.
