Why not just answer the question? the FAQ list as usual doesnt' quite answer it.

A pinned discussion is one that remains at (or near, if there are multiple pinned discussions) the top of the list. Some forums call these types of posts "sticky" posts.
Typically discussion topics will move down the list as new discussions are added. Pinning is a great way to keep some information, such as a class info page/FAQ, at the top for the whole term.
