Can someone help me with a group e-mail question?

I have a teacher trying to use the e-mail function in Canvas, but her students are an option when she's choosing recipients.  Students aren't an option at all.  In fact it says there's only one person in the class.  When I go into her class (I'm the admin) she has a student population.  

To make matters a bit more confusing, the student e-mail is working in separate classes.  

Before I open a case, does anyone have any tips to get the students into her e-mail recipients?

The $64,000 question is - is the course published?

If the course is not published, then the teach3er cannot send an Inbox message to the students.  This will help https://community.canvaslms.com/docs/DOC-12810-4152719677
