Cannot access a course

I cannot access the course below.

All the sections say I must finish the previous sections before that section of the course will unlock.

But even the first section of the course is locked. Do people need to pay a fee to unlock a course or contact someone to unlock it?

This is a question for the instructor of your course.  In canvas you will see a help icon in the main menu bar.  In my school it looks like a circled question mark.  When you click that icon a menu will open, and one of the choices will typically be, "Ask your instructor a question."  Select the course you are struggling with from the drop down list, type your question in the text box, and then click submit.  Your message will be sent to the instructor of the course you select as a canvas message. 

In our school, we publish courses prior to the the official start date, so that students can read the syllabus and become familiar with expectations before the start of class.  The sections you describe sound like modules, which can be set to unlock on specific dates, and the entire course can also be put into read-only mode until the first day of class.  To be certain what is limiting your access, please ask your instructor.
