I played around with SCORM a lot before using it in Canvas. I too learned that its use is very limiting in Canvas, so when I designed my SCORM eLearning activities and structured them in my Canvas modules (as well as in my instructional coaching sessions with other teachers where I then showed others how to use SCORM) I purposed SCORM content in Canvas for the limitations Canvas puts on its functionality. For example, the SCORM activities became the substitute for the drill-and-kill or flash-card type of learning activities. They were purposed AS the thing that the learners could repeat as many times as they wanted to prior to the ACTUAL assessment, which was a 1-time quiz, etc.
When using this with module requirements, pre-reqs, and/or badging systems I applied the module requirement to the SCORM assignment as a 'must attempt' not a 'score at least' like I would want to and then placed the 'score at least' requirement on the quiz that followed the SCORM assignment in the module structural sequence. Of course, I added the sequential navigation requirement to the module so students couldn't go out of order and they'd hit all of the triggers such as trying the SCORM activity once and then submitting the quiz, etc so that it would then trigger the badge system to deploy the badge to the user.
But yes, I hear you loud and clear when it comes to SCORM in Canvas. Not very flexible, so I just made a shift in how I approached purposing of the SCORM content and that helped me get through. Not sure if this will help you, but from one SCORM user to another, I wanted to let you know I can relate and wish more flexibility was given to SCORM content.
