How do I delete a student who is not in my class?

HI  @jlblack  Welcome to the Canvas Community.

It depends on how your classes have been set up at your institution. 

Depending on your permissions and how your Canvas instance is integrated with your schools sis you may or may not have the ability to remove a student from your course yourself. If you have the ability to do so, then this guide (How do I remove an enrollment from a course?  ) will walk you through how this can be done. If you do not have permission to remove a student yourself you will want to reach out to your local Canvas Admin to see how this is done at your school.
