How do I send a message to all students in a section?

How can I send a message to all students in a certain section of a course?

I have seen many pages for describing how to send a message to students in certain grade ranges, and I poked around in the Inbox a bit, but I can't see how to do this.

I ended up using the announcements feature, which will send an email immediately to students unless they change their communication preferences.  I also send an email (through Outlook) at the same time, saying if they didn't get the announcement, there could be something wrong with their configuration.
