Unfortunately there is no way to add this feature to specific assignments. If your school has turned it on it's on for every assignment in every class. It occurs automatically when a student turns something in before the due date. I don't know of any way for you to determine if it's turned on at your school other than asking your Canvas Admins, or to submit an Assignment on time while in Student View.

Do you know how the Canvas Admins in our school turns this on? We have a new admin and I'm not sure of his level of Canvas knowledge.

How do I manage new features for an account?
The setting that your Canvas admin will be looking for is under the heading "Account". Then, the admin should look for the row called "Confetti for On-Time Submissions". The setting can either be "Enabled" or "Disabled"...and it is for all assignments for all courses within the account.
