Importing a pool of test/quiz questions

My school is migrating from Blackboard to Canvas and I have been looking for a way to import question pools into Canvas from a spreadsheet (actually a comma-delimited text file created from an Excel spreadsheet) in the way that Blackboard supported:  See https://help.blackboard.com/Learn/Instructor/Tests_Pools_Surveys/Reuse_Questions/Upload_Questions 

I'm not finding that functionality, which seems to me, should be a pretty basic feature for a LMS.  What am I missing?  Thank you.

Hello  @brownd85  Welcome to the Canvas Community.  Thank you for posting your question.  I'm not exactly sure what kinds of export options you may have available from within Blackboard, but here are a couple Guides that may help you (the third link has information about Question Banks):
