Is there a way to message every person under the "People tab" at on time?

I would like  to send the same message at once to everyone under the people tab. They are listed individually.

The Inbox is just for you. NOT the People section.

How do I send a message to all course users in the Inbox as a student? 

How do I send a message to all course users in the Inbox as an instructor?
