Layering Pictures

Can I layer images in canvas? I don't want to do image mapping with HTML, that's to much! I just want to build a virtual classroom like in google slides (formatting pictures) with out the long process like in image mapping.  Wonder why we can't format a picture or layer them like you can in Word, Slides, Powerpoint, and Pages?  Any ideas?
