Opening a course for one student after end date

Is there a way to open up a whole course for one student to do work after the course/term end date?

Yup.  Give the student their own enrollment section with it's own start and end dates.  (Make sure all other course and section availability dates are sewn up as well. Here is a link to the/a relevant user guide. Image below.)
