SIS Import - Creates Sandbox?

I can't seem to find a way to do this, is it even possible?

I would like to do this:

• Use our SIS system to create courses, assign the teacher and add the students. (We currently do this without a problem.)
• At the same time have the system also create a sandbox course for each teacher.

The issue is the SIS system is only creating courses that have students assigned to it. 

Maybe the issue is that we are using Clever as the go between. SIS talks to Clever and Clever then passes it necessary information to Canvas.
