randomize question blocks

I know Canvas randomizes quiz questions. Is there a way how to create blocks of quiz questions and randomize the blocks instead?

You can use Question Groups to do what I think you are asking.  When you create a question group you get to pick how many questions from that group are selected and what point value to give to each question.  The questions are then randomly selected from the group.  So, if you create a Question Group that is set to pull 10 questions, and you put exactly 10 questions in that group, each student will get each of the questions but in a random order.
