Quota Limits on Import

I have a teacher who is trying to import a course from commons, but it failed because the file exceeds quota limits.  What can we do.  She says it is over 7GB.

We are self-hosting our canvas and we are having an issue importing a Canvas Course Export Package.  We changed our account course quota to 3000 MB but we still get an error saying "Your migration cannot exceed 1000 MB".  Why can't I change the quota limit to 3000 MB and be able to import a file that is less than that?

Under the course statistics -> file storage it still says "Allotted Storage: 1000 MB".

Any help is very much appreciated.
