How to enable Upload/Recording Media option to take a quick recording in RCE

Hello, recently our school want to using quick Recording feature to let students can easily record and submit their assignments. I followed the instructions at this link https://community.canvaslms.com/t5/Student-Guide/How-do-I-record-media-using-the-Rich-Content-Editor... /ta-p/379. But when I looked in RCE in my Canvas LMS and click on Record/Upload Icon, only two option available: Course Media and User Media. I realize that the Upload/Record Media option is missing. The first image below is my Canvas LMS, and the second is what I want to have.
I do a lot of research and try to install again with the branch prod of the current release but can't find the solution .Please help me if is there any config or action that I'm missing.
