Missing LIS Claim

We are making a request to Canvas using the correct and consistent variables in order to get claims back from the public JWK endpoint (/api/lti/security/jwks) and in some cases we are getting the correct claims and in other cases, we are missing one of the claims. The one in question is the Learning Information Services LIS claim with the key of (https://purl.imsglobal.org/spec/lti/claim/lis). That claim is listed as "optional" in the IMS Global specs but we need it to be returned. We are not sure what we are missing or what Canvas wants in order to return it sometimes and not all the time. We've got multiple clients and there doesn't seem to be any rhyme or reason why it's returned for some and not others.

As I understand it you're performing a LTI 1.3 launch from Canvas to a tool that you've built and in some cases that claims in the JWK is missing the https://purl.imsglobal.org/spec/lti/claim/lis claim is missing.

When you configure a LTI developer key in Canvas there is toggle in the "Additional Settings" section called "Privacy Level", when a tool is set to "Private" it doesn't send the claim in question and when it's set to "Public" it does. There's a screenshot in the attachments showing this.
