There currently isn't a way to add or edit alt text to an emoji in the RCE. Teacher and designers often use emojis to give visual clues to students about the content in their course. I have seen some emojis being read by the Immersive Reader and other screen readers and other times, the screen reader ignores them based on the source of the emoji. Instructors and designers need to option to adjust the alt text for an emoji like they can for images.
Treat emojis just like images with the option to add or edit alt text or to choose the Decorative Image option. This is important to provide clarity for students using a screen reader.
