[Accessibility] WCAG 2.1 Classic Quizzes student submission error messages to be visually highlighted on questions with errors

Problem statement:

3.3.3 Error Suggestion As part of our annual accessibility audit of our Canvas LMS, we looked at accessibility compliance against WCAG 2.1 standards. This idea request relates to one of these items. Error Messages in Classic Quizzes Error messages are not visually highlighted on questions with errors (i.e. no information/response added). In Classic Quizzes it does not state questions that have errors, only the number of questions. Note: New Quizzes have a better pattern of stating the question by number.

Proposed solution:

For accessibility. Highlight questions with no answers and improve validation pattern.
