[Admin Tools] Access to Email Suppression List

Problem statement:

When teachers/students leave the district, their accounts go dormant and emails are still sent to them via Canvas. When that happens, the account is added to a Suppression List and notifications are not sent to that account even though the account is active in Canvas. I have found that this suppression is from ALL CANVAS products. The only way to remove from the list is to contact support.

Proposed solution:

Give Admins a tool to see their suppression list to resolve notification incidents.
