[Assignments] Admin 'submit on behalf of student' parity

Problem statement:

The new 'submit assignment on behalf of student' idea in the canvas release notes for 18/03/23 does not apply to admins: https://community.canvaslms.com/t5/Canvas-Releases/Canvas-Release-Notes-2023-03-18/ta-p/558537

Proposed solution:

It would be useful for admins to be able to submit work on behalf a student too in the same way. Admins can obviously act as a student, but it would be much simpler if the same process for submitting applies to admins as they now do for tutors.

Admins actually do have this ability as long as the permission is enabled. The permission itself is default off for all roles in order to allow account admin the opportunity to decide who should have this capability.
