[Assignments] Batch Edit Shift Dates Backward (earlier)

Problem statement:

In Canvas LMS when selecting the Batch Edit feature on the "Edit Assignment Dates" page it is only possible to shift dates forward (not backward).

Proposed solution:

Include the ability to shift dates in either direction in Batch Edit.
