[Assignments] Bulk delete submissions from an Assignment for Admins

Problem statement:

As an Admin I would like to have the option to delete student submissions in bulk. There are instances where as Admin we need to bulk delete Students Submissions from an assignment, for example a Psych course is requesting students to upload some submissions for ethics purposes. Once these are marked the submissions need to be deleted, from that assignment. The submissions made to the assignment isn't just one file, there are multiple files/mp4s etc being uploaded. And by all the students in the course which could number into the 100-200s

Proposed solution:

Perhaps have a button or option to select all submissions and then click on delete
