[Catalog] Enable administrator editing of an end user's UDF submissions

Problem statement:

Currently, as an admin, we can only correct a student's name or email address. We use custom UDFs to pull in extra information such as date of birth and certification numbers. If a student makes a mistake when filling in UDFs there is no way for us to correct that information.

Proposed solution:

Enable admins to be able to edit/correct an end user's UDF submissions.
